I'm Colin Lay, National Grants Incentives Manager for Harbinger Motors out of Garden Grove California. I’ve been working in the EV and trucking industry for about the last 4 years. Started in Harbinger June 2025 with about 300 employees and since then we've grown to over 500. All California based jobs and here we design and manufacture our own batteries in house. So, we're vertically integrated. We take hair pins and basically put them into the motor. Boom. We have a motor on site. We put together our batteries here as well. Put them all together on our chassis and suspension system that's designed in house. ADOS and thermal systems designed in house and out it goes to the customer and gets outfitted. We have vehicles ranging from 140 to 210 miles with a series hybrid that achieves 500 miles on full EV powertrain which utilizes an onboard gas generator. Reduces emissions from diesel to gasoline and definitely improves maintenance on those vehicles. 

I wanted to say HIPP is important to reduce these medium heavy duty emissions affecting priority populations by lowering the bar lowering the barrier of entry for small business operating older and diesel dirtier vehicles while also helping large companies challenge their hesitations and the economics of making EV works. Harbinger has over 230 vehicles awaiting voucher approval that will offset over 25,000 CO2 emissions throughout the 3-year period. Most of these vehicles are operating in priority areas, priority populations throughout the day, start and stop type of applications that will be one of the easiest sources to abate emissions. And I like those facts earlier cause one of the ones I like to always say is you know a big generalization for the US is you know medium and heavy duty accounts for about 20% of total registrations but also account for over 80% of emissions of on-road emissions. Looking forward to the next rounds of HIPP and other programs out there. 

You know, I try to schedule in as many meetings and education sessions as we can to get customers and dealers and sales people aware that how these programs work, how to scrap, what the goal is, abating emissions for priority populations. So once we kind of get through that knowledge gap, they appreciate and understand what the good work they're doing and you know are looking forward to having more diesel or getting more diesel trucks off the road and replacing them with EVs.
